Shadow minister suggests polity where CM...

The opposition camp in Zanzibar has called for powersharing system that requires the Isles president to appoint a chief minister from Pemba.
Shadow minister in the Ministry of Constitutional Affairs and Good Governance, Haji Faki Shaali, made the revelations during a presentation of recommendations by the camp in the ongoing house session in the isles.
``There is a need to make changes in Zanzibar just as is the case with the Union government where whenever a president comes from the Mainland, his deputy comes from the Isles,`` said Shaali.
He said there was a need to reduce monopoly of power on the President saying the president has too much powers in his hands.
Shaali insisted that Article 52 of the Constitution of Zanzibar gives the president powers to implement its duties without seeking advice from anyone, a thing which he said was dangerous to the welfare of the country.
``The said article can be fatal in case the President in power fails to exercise wisdom,`` he said.
He mentioned another setback as Article 53, saying it gave the President the mandate to establish or terminate functions of a certain office without the approval of the House of Representatives.
``There is a need to keenly review it because the country may find itself with a leader who may establish offices more than what the country needs,`` he said.
The Shadow minister insisted that time had come to better the election system that would stress in democracy to enable the House acquire the status of a people`s voice. ``“The House has too many appointed representatives whose responsibility is to protect the interest of the ruler rather than that of `wananchi`, said Shaali.
The Zanzibar Constitution has given the mandate to the President to appoint 10 Representatives whereby regional commissioners from the five regions are automatically enrolled in, he said.
