A poor farmer`s first born; Pinda was born in Mpanda-rural in 1948 and was educated to university level in Tanzania. He obtained a law degree from the University of Dar es Salaam in 1974.

He assumes responsibilities as first hand aide to the President coming along with him a long experience as civil servant, having started his career as State Attorney in the Ministry of Justice in 1974.

From 1978 to 1982, Pinda worked as security office at the State House and later on as assistant private secretary to the president, between 1982 and 1992.

In 1996 he assumed a new role as clerk to the cabinet, a post he held until 2000.

Pinda was elected MP for Mpanda-east in 2000, and on the same year, he served a political post for the first time when he was appointed deputy ministry in the Prime Minister`s office, Regional Administration and Local Government.

In 2006 he was appointed full minister in the same ministry, which he served until the cabinet was dissolved following the resignation of Lowassa.
