Lowassa warns councils over indolence

Prime Minister Edward Lowassa has warned council and municipal directors who impede the speed of performance of the fourth phase government resulting into failure in implementation of projects initiated in their areas.
Lowassa said in most of the councils countrywide the speed of performance does not satisfy the real demand.
The fourth phase government is already in power. We mean business, but in most councils the speed does not match with our slogan, said Prime Minister Lowassa.
He said most of the projects initiated in the councils take too much time to be accomplished, something that the government will not accept.
He said it is high time for Councillors countrywide to abide with the speed that the government has already launched and added that the government is working hard to give no chance for opposition parties to quiz on anything when the next election comes.
We promised to work in a new zeal, speed and solidity, and it is not a play we will fulfill.
We dont want to give any room for opposition parties to confront us for not fulfilling our duties by 2010. We want a speed, said Lowassa.
He said the fourth phase government made a number of promises during the election campaign that need to be fulfilled now and wanted each official in the government and more especially councillors to work hard in making sure that more secondary schools are built in their areas as part in the fulfillment of the promises.
The Election Manifesto want each ward to have a secondary school. But it is amazing to see some havent made this a dream come true.
We want a developed Tanzania but it is only possible if we educate our people through those secondary schools we want you to build, Lowassa said.
He said Tanzania as a country is still lagging behind in education and added while the country is speaking of rights of a child to enroll in primary schools, people in other countries are speaking of a right of a child to enroll in secondary school and cited Botswana as an example.
On university to be built in Dodoma, Lowassa wanted parents in Dodoma to encourage their children to study hard to get chances for further studies at the university, adding that government would not give favouritism to Dodoma residents just because the university is in their region.

You must study hard to continue with further studies. The government will not reserve a quota for you as your fellow Zanzibaris demanded.
Your quota is the pass mark. The university is not meant for Wagogo only, you hear me, said Lowassa.
He said it will be a shame for people of Dodoma to miss chances to enter the university that will be in their own area and insisted parents to educate their children so that they may have proper access to the university.
On loan funds he said: The loan fund is meant for students with pass mark who will be admitted to government universities, but those with similar pass marks and who will miss chances in such universities will be allowed to secure loans and allowed to study in private universities in the country.
He urged private institutions to continue investing in education tirelessly because the demand for education centres in the country is still very high.
