The ruling party (CCM) has admitted that the implementation of the party’s manifesto for the 2010 general election is at low pace in some regions thus calling for a need to sensitise to speed up the process.

Speaking to journalists in Dar es salaam yesterday about the party’s on going programme dubbed ‘Ahadi ni Deni’ in various regions, CCM Ideology and Publicity Secretary Nape Nauye said the operation will help in assessing how far the election pledges have been fulfilled and add more efforts to the areas where the process has been slow.

He said the major aim of the operation is to oversee the implementation of the party’s manifesto and make sure that all promises listed in the party’s manifesto are fully fulfilled by the year 2015.

“For example, in Singida Region we found that the money allocated each year for the construction of the regional hospital is not enough to complete the plan within the promised time, so we decided to work on the measures that should be taken to speed up the plan and now things are going well,” he said.

However, Nape said to a large extent the accomplishment of the party’s manifesto is good enough and the programme will help to speed up its full implementation.

“ For example, when we were in Rukwa Region, the Minister for Transport said to me that the process of buying a new ship as promised during the 2010 general election is going on well and in other places like Ukerewe, I have seen the new pontoon already bought,” he said.

Nape used the opportunity to express his disapproval of the widespread rumours that the operation was not graced by the party and that there was misunderstanding between him and party’s General Secretary, William Mukama.

He also condemned the speculation that the operation is being carried out with money given by President Jakaya Kikwete.

“I know there are some people who are behind these speculations and I know them by names. I want to warn them that if they continue with this behaviour I will expose them to the public and further steps will follow,” he said without specifying the steps to be taken.

Nape further noted that his party is scheduled to hold a rally today in Kigoma Municipality as a continuation of the operation whereby he will be accompanied by Transport minister Dr Harrison Mwakyembe, Water minister Jumanne Maghembe and Agriculture, Food Security and Cooperatives minister Christopher Chiza.

He mentioned others who will attend the rally as Energy and Minerals minister Prof Sospeter Muhongo, Works minister Dr John Magufuli and Deputy Minister in the Prime Minister's Office (Regional Administration and Local Government), Aggrey Mwanri.

“The ministers will use that opportunity to explain issues relating to the railways and ports and Kigoma airport, road construction in Kigoma and how the region will be connected to others.

“Besides they will also talk about water problems in Kigoma, availability of sufficient electric power and other region’s development,’’ he said.
