Leader of Opposition in the Parliament, Freeman Mbowe

The Leader of Opposition in the Parliament, Freeman Mbowe has made reshuffle in the shadow cabinet of 18 ministers and 25 deputy ministers.

Mbowe, who is MP for Hai (Chadema), told reporters here yesterday that he had taken the step to fill vacancies in the cabinet and have a good team which can cope with the performance of the new team of ministers announced by President Jakaya Kikwete recently.

Vacancies in the cabinet included that of Labour and Employment following the death of Regia Mtema who was the shadow minister for Labour and Employment, Home Affairs under Godbless Lema who lost his parliamentary seat in a court case and Defense and National Service under Joseph Selasini who is recovering from a car accident.

He also said the move would alert the government to reduce the size of cabinet which has 55 ministers and deputies against the shadow cabinet’s 43, made up of 18 ministers and 25 deputies.

He said he would head the shadow cabinet as the official leader of opposition, his ministry being shadow Prime Minister’s Office.

He mentioned David Silinde as the shadow Minister in the Prime Minister’s Office ( Policy, coordination and Parliament) while Said Arfi would lead the Infrastructure Ministry responsible for works and transport and his deputy Minister would be Pauline Gekul.

Minister President’s Office responsible for good governance and management of public services while Kabwe Zitto would head the Ministry of Finance and economic affairs, assisted by Christina Mughwai, while the Ministry of Constitutional Affairs and Union would be headed by Tundu Lissu responsible for Union matters in the vice President’s office.

Pastor Peter Msigwa would head the Ministry of Tourism and Natural Resources, while the Ministry of Home affairs would be under Vicent Nyerere.

He said the Ministry of Foreign Affairs and East African Cooperation would be headed by Ezekiah Wenje while his deputy is Raya Ibrahim.

Pastor Israel Natse would head the Ministry of Defence and National Service, while Sylvester Kasulumbayi becomes the new shadow Minister for water, livestock and fisheries to be assisted by Sabreena Hamza Sungura.

Others are Joseph Mbilinyi who will be the shadow minister for Labour, Information, Culture and Sports, assisted by Cecilia Paresso while John Mnyika would maintain his position as the shadow Minister for Energy and Minerals.

He named Highness Kiwia as the Minister for Industry and Trade, Dr Gervas Mbassa as the minister for Health, Gender and Social Welfare while his deputy is Concesta Rwamlaza.

The shadow Ministry of Education, Science and Technology would be under Joshua Nassari (vocational training, science and technology) while Rose Kamili will be minister for Agriculture and Cooperatives and Halima Mdee would maintain her post as the shadow minister for Lands, Housing and Human Settlements.
